By vote of the Council and Governor, Chauncey Whittlesey was appointed to procure a warrant and seize the wheat in the hands of John Birdsey and his sons in Middletown, Connecticut, for the use of the state. Whittelsey was warned to leave enough wheat for the Birdseys' personal use. The wheat was to be milled as soon as possible and 50 bushels were to be shipped to Saybrook. The verso is signed by a selectman of Saybrook indicating his receipt of the flour the following day.
